Simon Blair, formally Founder and CEO of D2 Global and now TSA Riley UKIC Infrastructure Director, brings extensive UK and international experience gained through senior roles at Balfour Beatty and WSP. Operating at Board level, he leads the infrastructure division for UKIC, driving sustainable growth through service diversification and strong client relationships.
Recognised for applying innovative thinking to long-standing industry challenges, Simon has led the adoption of digital tools, software development, and data-led approaches to enhance performance and delivery. He has also played a key role in expanding our international presence, notably leading the establishment and growth of the Canada business.
A highly experienced construction management and programme specialist, Simon has successfully led integrated teams on major infrastructure programmes, particularly within the rail sector. He has delivered robust programme controls and helped secure funding through collaborative, data-driven solutions.

Mike is a highly motivated and committed leader with 30 years of experience in the rail industry, including 20 years delivering complex, high-value, multidisciplinary infrastructure projects. He has a strong track record of leading large teams to deliver projects safely, efficiently, and on time, and is recognised as an expert in Alliancing, having spent the past decade procuring, forming, and directing alliance teams.
His experience includes serving as Alliance Director on the £350m Northern Hub Alliance, which delivered the Ordsall Chord, and the £3bn Transpennine Route Upgrade West Alliance. Earlier in his career, he led the national rollout of telecoms, GSM-R radio networks and TPWS installations.
Mike champions effective leadership, fostering a shared vision, strong culture, and continuous improvement with a particular focus on health, safety, and wellbeing, actively embedding best practices and behavioural safety initiatives across his projects.

John is an accomplished Programme and Project Delivery Leader with over 17 years’ experience managing complex, high-profile infrastructure programmes across the UK transport sector. He has played a pivotal role in the setup and delivery of major projects, including the £10bn Transpennine Route Upgrade (TRU) — the largest mainline rail programme in the UK — and the North West Electrification Programme (NWEP, £800m).
John brings deep expertise gained from working as a client, as an independent consultant, and in support of Tier 1 contractors. This experience across all sides of the industry gives him a comprehensive understanding of the challenges and enables him to appreciate the perspectives of all key stakeholders. He is a member of TSA Riley’s Infrastructure Leadership Team, focused on securing and delivering major infrastructure projects across the sector.
John has held several high-profile roles across the infrastructure sector, such as Delivery Director for the TRU West Alliance (£2.2bn), where he led the delivery strategy for over £1bn of infrastructure works and guided cross-functional teams through critical construction phases.

Peter has more than 25 years’ experience in programme controls, having worked on major programmes in the energy, transport, utilities, defence, petrochemical and government sectors across the UK, Europe and Saudi Arabia. His approach to programme controls is founded on risk-based methodology, developing strategies that provide assurance, while enabling programme performance to be effectively monitored and achieved.
Peter joined the business in 2023 following a successful career in leadership roles with several leading construction consultancies. During this time, he led programme controls capability development, work-winning and operational leadership, while helping clients shape critical infrastructure projects from funding application through to delivery. His role is to harness the capability and expertise within our infrastructure division to accelerate programme performance across the critical infrastructure landscape.

Graham has nearly 20 years’ experience in programme controls and is widely recognised as one of the UK’s leading risk management experts, reflected in his status as a Certified Fellow of the Institute of Risk Management. He leads our programme performance service, bringing together project controls, planning, risk, and data science to deliver the data-driven insights that support effective decision-making.
Graham has held senior roles on major programmes, including Head of Risk for HS2, where he led the development of risk scenarios to define a deliverable programme estimate. He has also supported the Department of Transport and HM Treasury in developing and assuring the current programme baseline.
In addition, he also served as Project Risk Lead on Ørsted’s Hornsea One offshore windfarm, where he transformed risk processes, conducted interface workshops, and delivered integrated risk analysis to support approvals, inform contingency planning, and identify opportunities to improve schedule certainty.

Rami is an experienced project controls professional with over 16 years of experience delivering project and programme controls services on major infrastructure projects across the Middle East and Canada. His expertise spans cost control, schedule management, performance measurement, and the development of tailored reporting tools and dashboards that drive effective executive decision-making.
He has contributed to several of Canada’s highest-profile infrastructure initiatives, including the Alto High Speed Rail project (the largest infrastructure project in the country’s history), the Union Station Re-signalling Corridor Project, and the Eglinton Crosstown West Extension in Ontario. This builds on his foundational career working with major contractors in the Middle East across both corporate and project-level roles.
Rami is skilled in leading multidisciplinary teams, implementing industry best practices aligned with AACE standards, and providing data-driven insights to optimise project performance. A Certified Cost Professional (CCP), Chartered Construction Manager (MCIOB), and Project Management Professional (PMP), he holds a Master’s degree in Management Consulting and a Bachelor of Mechanical Engineering. He currently serves as the Vice Chair of the CIOB Americas Region and the Canada Region Director for AACE International.

Troy is a Chartered Project Management Professional with over 15 years of experience delivering complex, multi-disciplinary programmes across client, delivery, and consultancy organisations in the railway and military sectors. He successfully led major projects from concept to completion, including the award-winning Enhanced Spend renewals programme, the £60m Market Harborough Line Speed & Station Improvement project, and a £370m sub-programme within the £3bn Transpennine Route Upgrade.
Prior to joining the business, Troy served as Technical Director for Programme and Project Management at Amey Consulting, where he transformed project management practices and led the organisation to achieve top-tier corporate accreditation with the Association for Project Management.
Earlier in his career, he held roles with Amey Rail and Network Rail and served as a Captain in the Royal Engineers, including deployments overseas. A passionate advocate for continuous improvement, Troy is an APM Fellow and earned multiple academic and professional accolades in 2019, including a distinction MSc from Warwick University and the APM award for best postgraduate dissertation.

Matt leads our Digital Technology and Visualisations team and brings more than 10 years of experience in software development and systems engineering within the construction industry. Prior to joining the business, he developed and maintained one of the UK’s leading construction estimating systems and gained extensive experience across a wide range of digital technologies, including IT infrastructure, networking, software development and systems integration.
Matt has significant expertise in cloud-based software solutions and high availability IT infrastructure. He understands the value of engaging closely with clients to fully understand their requirements and deliver solutions that deliver solutions tailored to their needs.
Working collaboratively with the wider Digital Technology and Visualisation team, Matt is focused on continually expanding our digital capabilities, enhancing our service offering and delivering greater value for clients.
